God's character in the book of Numbers

There are some comprehensive and basic principles we need to understand when we look at these difficult stories in the book of Numbers.
It is important to remind ourselves that we cannot fully grasp and understand God’s character of love and perfection. If we would be able to do that, God would cease to be God for us.
Also, we can’t look behind the curtain and read the hearts of all the people that God dealt with during those years in the desert. God decided to create humans as free moral agents, and these free beings decided to go against His will and sin. That alone makes this issue of sin and its consequences very, very complex.
God’s decisions, although as easy and quick as they may appear in the text, are not impulsive, arbitrary or vindictive. Even God Himself has to make difficult decisions at times to prevent more suffering and death. The Bible is very clear that God is love, and that the act of punishment is a “strange act” (Isaiah 28:21) for Him.
